Finland’s finalised CAP plan submitted to European Commission

Finland submitted its finalised CAP plan to the European Commission on 20 July 2022. The CAP Strategic Plan and Finland’s responses to the Commission’s observations on the plan are available on the website of the Ministry of Agriculture and Forestry.

Finland sent its Government-approved proposal for the CAP Strategic Plan to the Commission at the end of 2021, after which the Commission submitted 220 observations on the plan at the end of March. Based on this, Finland and the Commission conducted close negotiations for the adoption of Finland’s CAP plan between April and mid-July.

The Commission’s observations focused on the plan’s environmental and climate measures and a number of details. Negotiations with the Commission were held at all levels, including twice between Minister of Agriculture and Forestry Antti Kurvinen and Commissioner Janusz Wojciechowski.

In mid-July, Finland and the European Commission reached an agreement on the application of the EU agricultural policy in Finland from the beginning of 2023. Since then, the texts have been finalised.
Finland’s responses to the Commission’s 220 observations as well as the CAP plan adapted on the basis of the negotiations were sent to the Commission on 20 July 2022. The responses and the updated CAP plan for Finland are available on the website of the Ministry of Agriculture and Forestry.

The Commission is expected to give its formal approval to Finland’s CAP plan in early September 2022. Proposals for national legislation will be submitted to Parliament in mid-September. In addition, lower level provisions supplementing the legislation will be prepared and the necessary information systems finalised. The Ministry of Agriculture and Forestry will provide information on the CAP plan’s implementation on its website, at various events and in social media.

The implementation of the new CAP plan will begin in 2023 and will remain in force until 2027.
